On or about October 6, 1989 the
above-named County will request the
State of West Virginia to release
Federal funds under Title I of the
Housing and Community Develop-
ment Act of I974 (PL 93-383) for the
Willowbrooke Center For The
Homeless, located on U.S. Route 9,
East, Jefferson County, West Virginia,
in order to:
1 - Provide additional bathrooms in
order to accommodate more people in
the shelter.
2 - Renovate the kitchen and septic
system to comply with Health Depart-
ment requirements for improving and
expanding the feeding program at the
Center. For fiscal year 88/89 - total
cost of project: $82,632 - SCBG Funds:
$41,316
The purpose of this combined Notice
is to meet two separate procedural re-
quirements of 24 CFR 58:
1. a Notice of Finding of No Signifi-
cant Impact;
2. a Notice of Intent to Request
Release of Funds.
Those wishing to comment specify
which Notice is being addressed.
Finding of No Significant Impact
It has been determined that such re-
quest for release of funds will not con-
sUtute an action significantly affecting
the quality of human environment and
accordingly the above-named County
has decided not to prepare an Environ-
ment Impact Statement under the Na-
tional Environmental Policy Act of
1969 (PL 91-190)
The reasons for such decision not to
prepare such statements are as
follows:
An Environmental Review Record
respecting the within project has been
made by the above-named County
which documents the environmental
review of the project and more fully
sets forth the reasons why such State-
ment is not required. This En-
vironmental Review Record is on file
at the above address and is available
for public examination and copying
upon request between the hours of 9:00
a.m. and 4:30 p.m.
Public Comments on Finding
All interested agencies, groups and
persons disagreeing with this decision
are invited to submit written com-
