The Council for "Inter- American Security says that, except for 13 old-style aircraft carriers, every ship of the navy can go through the Canal and, further, that as the American fleet is smaller that the Soviet fleet, the only way to maintain an effective naval force is to have unrestricted use of the canal so that the U.S. can he protected by a mobile navy. Naturally the Panamanians have no voice in the government of the Zone. The U.S. purchased the land from the Republic of Panama. It also purchased the land from private property owners, including squatters. It purchased the right to build a canal from the French Canal Company. Then, because Panama had seceded from Columbia, the U.S. paid Columbia for the land. In-the convention between the U.S. and the Republic of Panama the term "gr,ants" is used 20 times. Grants is the word used for total conveyance of rights in legal documents. In 1907 the Supreme Court found the U.S. title to the land in the zone flawless. So -- What is the fuss about? Naturally Panamantans have no voice in governing U.S. territory. Mexico has no voice in governing Texas either. Mr. Farrier speaks of Panamanians who died building the Canal. Many more died before the U.S. bought the zo because it was a pest hole of malaria, yellow fever, bubonic plague and smallpox. The U.S. cleared it up and made it a model of sanitation and the Panamanians benefited because the land was no longer a pest hole. Mr. Farrier says it is morally right and politically responsible to sign the treaties.
