By order dated December 14, 1977, the City of Charles Town was made a respondent to this proceeding and the matters herein were set for hearing to be held in the Com- mission's Hearing Room at the Capitol in the City of Charleston on the 10th day of February, 1976, at 9:30 a.m., EST, at which time and place the applicant and respondent were to appear and pursue their respective interests herein and anyone interested was to appear and make ,such ob- ,jection thereto as may he deemed proper.
