In a complaint submitted earlier this month, three entities - Shenandoah Junction Public Sewer Inc Arcadia Land Inc. and Jefferson County Citizens for Economic Preservation, a member- ship of developers and builders - asked that the PSC petition a Jefferson County Circuit Court to place the Public Service Dis- trict in receivership following its decision to delay the construc- t.ion of a $6.8 million sewer transmission project for the Flowing Springs area.
